National Taiwan Normal University (NTNU) organized a delegation visit to Vietnam during 21-26 May to strengthen partnerships in higher education, semiconductor talent development, artificial intelligence, and high-tech industry collaboration. NTNU President Yao-Ting Sung led the delegation in visits to Dong Nai University and Dong Nai Technology University, as well as high-tech industry sites. The delegation later continued its engagements with Can Tho University and CT Group, one of Vietnam’s major enterprise groups.
On 22 May, the NTNU delegation led by President Sung was received at Dong Nai University by President Dang Anh Tuan and senior university representatives. Local Vietnamese students with strong interest in pursuing studies in Taiwan were also in attendance. The two universities held in-depth discussions on international admissions, student mobility, industry internships, and future cooperation. With Dong Nai City’s government-approved upgrade to the status of a centrally governed municipality in April 2026, it is poised to emerge as a key development hub in Vietnam. Dong Nai University, as an important national university in the region, expressed strong interest in deepening cooperation with NTNU to jointly cultivate globally minded talent with practical industry competencies.
That afternoon on the same day, the NTNU delegation visited Dong Nai Technology University and was welcomed by President Phan Ngoc Son. The two sides exchanged views on institutional development, internationalization, engineering education, artificial intelligence, information technology, and academia-industry collaboration. Dean Yi-Hsuan Hung of NTNU’s College of Technology and Engineering and Dean Wen-Chung Kao of the College of Interdisciplinary Industry-Academia Innovation introduced NTNU’s teaching and research achievements in semiconductors, AI applications, and cross-disciplinary technology talent development. Their presentations received enthusiastic responses from faculty members and students, laying a strong foundation for future collaboration.
On 23 May, the NTNU delegation visited enterprises and technical training sites related to Vietnam’s electric motorcycle industry to better understand local developments in electric mobility and talent cultivation. The delegation also attended the 2026 Autotech & Accessories International Exhibition, gaining insights into Vietnam’s recent progress in electric vehicles, smart manufacturing, automation technologies, and related supply chains.
Later that day, NTNU held strategic cooperation talks with Giants Education Development Co. NTNU presented its strengths in semiconductors, AI applications, mechatronics, and sustainable technologies, while Giants shared Vietnam’s development trends in electric mobility, battery technologies, circular recycling, and technology education. Both sides expressed interest in integrating NTNU’s academic and research capacity with Giants’ educational outreach and industry networks in Vietnam to jointly cultivate international technology talent for future industries.
To further advance Taiwan–Vietnam cooperation in higher education and talent development, NTNU, Can Tho University (CTU), and Vietnam’s Ever-Spring Education Development Foundation signed a memorandum of understanding for the “Lion Leap Project: Taiwan-Vietnam Faculty and Student Collaboration” on 20 May 2025. The program focuses on artificial intelligence, semiconductors, and advanced technology talent cultivation, while promoting faculty and student exchanges, training programs, and industry-academia collaboration.
Building on this foundation, the delegation visited Can Tho University on 25 May and was received by Vice President Tran Ngoc Hai, Director of International Relations Hua Thai Nhan, and senior representatives from CTU’s colleges and offices. In addition to discussing technology and engineering, semiconductor talent cultivation, and future cooperation, NTNU held a student exchange and admissions session introducing its College of Technology and Engineering, College of Interdisciplinary Industry-Academia Innovation, semiconductor-related courses, the Lion Leap Project, short-term study opportunities, and scholarship resources.
During the visit, the delegation also met with five students who plan to travel to Taiwan this summer for semiconductor-related programs and credit-bearing courses, three Vietnamese faculty and staff members scheduled to join short-term study programs at NTNU this October, and students who have received scholarships through the Lion Leap Project. These exchanges demonstrate that the program has begun to establish a comprehensive talent development pipeline, from faculty training and student summer courses to degree study in Taiwan.
On 26 May, the delegation visited CT Group and was received by Wan Azmi Bin Wan Hussin, Chief Operating Officer of CT Semiconductor, along with representatives from relevant business units, including CT Semiconductor and CT UAV. CT Group is actively developing businesses in semiconductors, artificial intelligence, unmanned aerial vehicles, sustainability and circular economy, and biotechnology. NTNU shared its research strengths in electrical engineering, mechatronics, optoelectronics, vehicle and energy engineering, materials science, semiconductors, and sustainable development, as well as its achievements in smart technology applications, cross-disciplinary talent cultivation, and industry-academia collaboration. The two sides also exchanged views on the possibility of signing a formal memorandum of understanding.
Through this visit, NTNU strengthened ties with Dong Nai University, Dong Nai Technology University, Can Tho University, and Vietnamese industry partners, while gaining deeper insight into Vietnam’s high-tech industry development and talent needs. Moving forward, NTNU will continue to advance academic exchange, research collaboration, talent cultivation, and industry-academia partnerships, further deepening Taiwan–Vietnam cooperation in artificial intelligence, semiconductors, and advanced technology talent development. These efforts reflect NTNU’s commitment to engaging Southeast Asia and expanding new opportunities for higher education and industry collaboration in this region.
